الإمارات: وزيرة تلغي ندوة علمية إقليمية بعنوان “الأمن الإجتماعي” UAE: A Minister cancels a regional symposium entitled “Social Security

أمرت وزيرة الشؤون الإجتماعية في دولة الإمارات بإلغاء ندوة علمية إقليمية كان من المقرر إقامتها يومي 26 و 27 من شهر مايو 2010 الفائت بسبب عدم رضا الوزيرة عن أوراق العمل التي تتناول ظاهرة “الإرهاب” و لعدم الحصول على الموافقة الأمنية للملتقى. وقد كانت جمعية الإجتماعيين الإماراتية (جمعية نفع عام مسجلة رسمياً منذ عام 1981) قد قامت، بعد إعداد استمر لعدة شهور، بإرسال دعوات رسمية بتاريخ 11 مايو (أنظر مرفق1) لعدد من الباحثين و المفكرين من دولة الإمارات و دول مجلس التعاون الخليجي للحضور و المشاركة في أعمال الملتقى التاسع لجمعيات و روابط الإجتماعيين بدول مجلس التعاون الخليجي تحت شعار “الأمن الإجتماعي” و الذي عملت الجمعية على تنظيمه تحت رعاية وزيرة الشؤون الإجتماعية؛ معالي “مريم محمد خلفان الرومي”.

إلا أن موقف الوزيرة قد تحول بعد فترة وجيزة من راعٍ للفعالية إلى آمر بإلغائها؛ حيث قامت الجمعية بتاريخ 17 من نفس الشهر، بإرسال رسالة تعتذر فيها للمشاركين و المدعوين عن تاجيل الندوة – دون ذكر أسباب- “إلى موعد آخر سيحدد فيما بعد” (انظر مرفق 2).

يذكر أن روابط وجمعيات الاجتماعيين في دول مجلس التعاون تقيم ملتقى دوري فيما بينها (مرة كل سنتين)، و كان من المفترض أن يكون لقاؤهم الذي تم إلغاؤه هو التاسع و باستضافة إماراتية هذه المرة، وكان من المقرر تقديم 12 ورقة عمل (انظر مرفق 3) تم إعدادها من قبل أكاديميين وباحثين من الكويت والامارات والسعودية والبحرين، قبل  أن يفاجأ المنظمون و المدعوون- الذين قام بعضهم بشراء التذاكر للحضور و المشاركة-  بإلغاء الملتقى قبل ما يقارب الإسبوع من موعده.

وقد انتقد العديد من النشطاء و المنظمات الدولية – في مناسبات عديدة – قانون دولة الإمارات الذي ينظم عمل الجمعيات ذات النفع العام (المرسوم بقانون رقم 2 لعام 2008) كونه يضع العديد من العراقيل أمام تشكيل الجمعيات وممارستها لنشاطها في الدولة؛ حيث يتطلب الموافقة الامنية و موافقة وزارة الشؤون الإجتماعية على برامج العمل و على المشاركات الخارجية لأعضائها و على تلقي الدعم أو الإنضمام إلى المنظمات الإقليمية و الدولية او استقبال بعض الوفود الرسمية و غيرها.

و كانت الوزارة في قد رفضت في يونيو 2009، طلبين لجمعية الحقوقين في الإنضمام إلى الإئتلاف العربي للتنمية و الديمقراطية و حقوق الإنسان، و إلى نقابة المحامين الدولية. و لم تقدِّم إدارة الجمعيات ذات النفع العام، التابعة لوزارة الشؤون الاجتماعية، أي تفسير لقرارها هذا بالرفض، كما جاء في بيان أصدرتة منظمة “فرونت لاين” المدافعة عن حقوق الإنسان.

و كانت جهات أمنية في دولة الإمارات قد أمرت كذلك في ديسمبر الفائت بإلغاء ندوة كان من المقرر انعقادها تجمع بين أعضاء المجلس الوطني الإتحادي (البرلمان) و مواطني الدولة قبل يوم من موعدها، مما حدا ببعض المواطنين لتوجيه رسالة احتجاجية موجهة إلى المجلس الوطني الإتحادي تطالبة في البحث عن أسباب و مسوغات إلغاء الندوة و الجهة التي تقف و راءها.

Due to her dissatisfaction with the submitted scientific papers talking about the phenomenon of “terrorism” and due to not obtaining the security clearance, the Minister of Social Affairs in the UAE ordered to cancel a regional symposium that was scheduled to be held on 26 and 27 of the last month (May 2010).

After months of perpetrations that involved many local and regional scientists and researchers, the   Sociologist Association of UAE (officially registered since 1981) had sent out formal invitations on 11 May (see Attachment 1) for a number of researchers and intellectuals from the UAE and the GCC countries to attend and participate in the Ninth Meeting of Sociologist Associations of GCC countries under the theme “Social Security “. The Forum was to be held under the auspices of Minister of Social Affairs; HE “Mariam Mohammad Khalfan Al Roumi.”

The position of the minister had turned after a short period however from the patron of the event to the commander of cancellation; whereby the Assembly sent out on 17 of the same month a letter of apology to the participants and guests for a postponement of the seminar to a later – to be determined- date” (see Attachment 2) without giving a reason.
The regional GCC Associations of Sociologists holds regular meeting with each other (once every two years), the night of which was supposed to be hosted in UAE before it was eliminated. Twelve papers prepared by academics and researchers from the UAE, Kuwait, Saudi Arabia and Bahrain were submitted for the occasion  (see Attachment 3), some of the participants also bought the travel tickets, before they were hit by the surprise of canceling the event about week prior to its start.
The law of the UAE, which r
egulates the work of Associations (NGO equivalent) (Decree-Law No. 2 of 2008) was widely criticized by many activists and international organizations on several occasions, as it imposes many obstacles on the way of associations function, including, but not limited to; the requirement of obtaining security clearance along with the approval of Ministry of Social Affairs (MoSA) on their programs, their participations in events outside the country, receiving support,  joining regional or international organizations, or even receiving some foreign delegations.
Worth mentioning that the MoSA had rejected previously (in June 2009) two requests made by the Jurists Association in to join a coalition of Arab Development and Democracy and Human Rights, and the International Bar Association. The Management of Associations within MoSA provided no explanation for its decision of refusal, as stated in a statement released by the “Front Line” defenders of human rights.
Additionally, the security agencies in the UAE has also ordered last December to cancel a forum which was scheduled between the members of the Federal National Council (FNC is the parliament) and the citizens, which prompted some citizens to send a letter of protest addressed to the FNC, calling them to investigate on matter and the justifications to cancel such an event and identify the party that stands behinds it.
